Diplomatic Passports : All You Need To Know

Diplomatic passports, distinguished by their maroon covers, differ from regular passports which typically have dark blue covers. They are issued for a shorter validity period, usually five years or less, by the Ministry of External Affairs (MEA). Holders of diplomatic passports are entitled to several distinct privileges and immunities under international law, such as immunity from arrest, detention, and certain legal proceedings in the host country.

Such passports are issued to the following set of people:

1. Diplomatic Status: Individuals representing the government in official capacities with diplomatic status.

2. Government Appointees: Individuals appointed by the government for official business abroad.

3. Senior Officers: Senior officers holding ranks of Joint Secretary or higher in the Indian Foreign Service (IFS).

4. Family Members: Relatives and immediate family members of IFS and MEA officers.

5. Selected Individuals: This category is for union ministers and MPs undertaking official government travel.

Prajwal Revanna’s Situation

While regular citizens need visas for international travel, diplomatic passport holders often have exemptions in certain nations. The situation involving Prajwal Revanna has brought attention to the visa exemption agreement between India and Germany, which was established in 2011. Under this agreement, Indian diplomatic passport holders can travel to Germany for up to 90 days without a visa.

However, even with this exemption, individuals holding diplomatic passports are still obligated to seek prior political clearance for personal trips abroad.

Revocation Of Diplomatic Passports:

Under the Passport Act, the passport authority has the power to cancel a passport or travel document with the prior approval of the Central government, in accordance with the provisions outlined in sub-section (1) of section 6 or any notification issued under section 19.

The passport authority has the authority to impound or revoke a passport under several circumstances. These include if the authority suspects that the passport holder is in wrongful possession of the document; if the passport was obtained through the suppression of material information or based on incorrect information provided by the individual, or if the passport authority becomes aware that the individual has been issued a court order preventing their departure from India or has been summoned by a court.

Meanwhile, the Karnataka government issued a Blue Corner Notice against Prajwal Revanna.
